In his over-exuberance, he carelessly waved his hands around while speaking, causing pieces of the small robot to fall off, but he
seemed to take no notice.
"Awe, wait! Where are my manners! What's your name??" Rocco held out his hand, repeating, "I'm Rocco!"

He reaches out a hand and takes Rocco's hand, shakes it firmly and professionally. It's clearly a handshake he's practiced for interviews. He glances at the other students and notices someone roll their eyes, and that makes him pout just a little? And he's so much more determined to actually befriend this very fast very blue young man.
"Nice to meet you. Is there an application?"

"OH RIGHT. Hmm...an application?" Rocco studied the young white haired boy, his brow furrowed. "Oh! You mean like a sign-up sheet!" He pushed a clipboard with a sheet and a pen towards Honey. "Just put down your name, and your email, and uh, yeah."
Grinning a little sheepishly, he leaned forward and whispered – not quite softly enough for it to effectively make it private – "Don't worry, there isn't an application for clubs usually! Everyone's allowed in!"
He stood back, a little proud to have what is clearly his first successful sign-up of the day.

Well, he's been in clubs. But he didn't go about joining them of his own volition. He hands the clipboard back over and pushes his glasses up the bridge of his nose once more.
